Is this a new problem? Did it ever work for you? What Android version do you have? Which service provider? Have you set up any APNs for data? Can you send or receive an SMS in WiFi mode? Can you receive a call in WiFi mode?

You should be able to make/receive a call with WiFi enabled. My best guess: you have modified your settings, perhaps inadvertently, to turn off any/all mobile data/calling, when in WiFi mode, perhaps as a power saving setting?

Another possibility: you have set some setting which tells the system (Note) you want to make a VoIP call when in WiFi mode, perhaps as a result of installing some VoIP app?
