Can I get a contract phone if I am just on a triple entry tourist visa?

I have thai bank account SCB Debit Plus with Mastercard symbol on it and Thai driving license if that helps?

and anyone seen the samsung galaxy note on contract? its 322 pounds over here in UK over 24 months - I was going to get one and leave the sim card fo my dad to use, but would prefer my own thai contract as i plan on being there a while.
