and then I want to take her to go to live with me in UK, because for the last time the embassy didn't give her a tourist visa for a several problem so I decide to marry with her now.

So, are you an Indian citizen, a British one or both? This is important, as unless you have a right of abode in the UK, your wife wont get a settlement visa.

Also, why was she refused a visit visa? If it was for lack of a reason to return to Thailand, then this won't be a problem. Obviously, if she is moving to the UK to live with her husband then she wont have to show a reason to return to Thailand. However, if the visit visa was refused for another reason you will probably have to deal with that, as a settlement visa may be refused for the same reason.

You don't have to have the right of abode for your wife to settle in the UK. If you are Indian and have indefinite leave to enter/remain in the UK then you wife may qualify for settlement.
