In my view I think you have all missed the plot. It's simple really. You publicise that you are cracking down on all the scams - but you don't do anything. You see - that's the clever bit. The tourists now think there are no more scams - and end up getting scammed even more. It's basic marketing.

Until they terminate and incarcerate all cops accepting tea money or promoting bribes, anything, and I stress "anything," they do is an act if futility. So, the problem will just continue to get worse despite repeated lip service.

Only one thing needs to be done, get some honest, dedicated people to enforce the laws that already exist...
