When I search my system (Windows ME) I see

C:\windows\msnp32.dll

version 4.90.0.3000

microsoft network provider library

when I check regedit.exe and search the registry for msnp32.dll I get

My Computer\HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\PwdProvider\MSNP32

My Computer\HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\SessionManager\KnownDLLs

My Computer\HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\MSNP32\NetworkProvider

My Computer\HKEY_USERS\.DEFAULT\Software\Microsoft\Internet Explorer\Explorer Bars\ ....

just do a regedit search ad check the status bar at the bttom when pressing F3. If the

dll exists is it possible that your registry entries were corrupted ? If so just

reregister the dll using

regsvr32 <dll name>

from directory where dll exists in a cmd window.

ok i follow you so far, and yes i found all of these in my regedit

My Computer\HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\PwdProvider\MSNP32

My Computer\HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\SessionManager\KnownDLLs

My Computer\HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\MSNP32\NetworkProvider

My Computer\HKEY_USERS\.DEFAULT\Software\Microsoft\Internet Explorer\Explorer Bars\ ....

not quite understand you on the last part

If so just

reregister the dll using

regsvr32 <dll name>

from directory where dll exists in a cmd window.

I made a mistake, mine is in

C:\windows\system\msnp32.dll

I mean that if there was no or a corrupt registry entry you could recreate it using

[start]-programs->Accessories->MS-DOS command prompt

In the cmd window you could do

C:\windows\system

regsvr32.exe MSNP32.DLL

That would recreate your registry entry if it was it was corrupt I think. Beyond that I dont know.

243431 - Error Message: Unable to Load the Dynamic Link Library: Msnp32.dll

CAUSE

This behavior can occur if the Msnp32.dll file is missing, corrupted, or not registered.

RESOLUTION

To resolve this behavior, extract a new copy of the Msnp32.dll file from the Windows installation media. For additional information about how to extract a file, click the article number below to view the article in the Microsoft Knowledge Base:

129605 How to Extract Original Compressed Windows Files

If the behavior continues after extracting the file, remove and reinstall the Client for Microsoft Networks using the Network tool in Control Panel.

either delete client for microsoft networks and re install it, very easy. or re install windows or better the latest service pack for your operating system which will include this file and re register it automatically in the registry.

i personally would not recommend having client for microsoft network turned on if you are on the internet as you are spread eagled to black hats.
