I was going to suggest "the sugar tree" a new business just opened on soi 7 Sirimanklajarn. They are professional party doers I think, from the decorations and banners to catering and cakes.

it may be a bit OTT if you just want to create a kids party but I am sure they have a website running already, so doesnt cost to check it out.
