If the import tax on luxury cars were set at a reasonable level, then all this clandestine subterfuge wouldn't be worth the trouble.

The government would probably collect more tax anyway.

But then there'd be no reason to pay for it in envelopes.

Why don´t they also investigate the lower priced luxury cars, which have been imported as spare parts or ridiccously depreciated second hand cars??? Could it by any chance be, because up to 4 Millions, is in the range of, what high ranking government officials can afford to pay for a car???
