Academics call for House dissolution, charter referendum
The Nation

BANGKOK: -- Six academics issued a statement on Thursday calling on Prime Minister Yingluck Shinawatra to dissolve the House and hold a public referendum on the writing of a new constitution.

The six are freelance academics Nithi Eawsriwong and Charnwit Kasetsiri, Puangthong Pawakapan, a lecturer at Chulalongkorn University's Faculty of Political Science, Prachak Kongkirati, lecturer at Thammasat University's Faculty of Political Science, Damrongsak Phetlert-anan, a lecturer at Mahidol University's Social Innovation College, and Yukti Mukdawijitra, a lecturer at Thammasat's Faculty of Sociology and Anthropology.

They issued the statement while attending an annual seminar at Ubon Ratchathani University.

The academics said the new election and public referendum on charter rewriting should be held at the same time.

In the statement addressed to Yingluck, the academics said the ongoing political crisis had caused all Thais to worry about a major upheaval in Thai society. The statement said the country's laws were being violated, raising concerns that violence might break out between government officials and people and between opposing groups.

The statement said the government should hold a public referendum for the people to vote on whether there should be a drafting committee to rewrite a new charter.

The statement said the government should also dissolve the House and call a new election at the same time as a public referendum.

The two measures would prevent the crisis from escalating into violence, the statement said.

PM rejects protesters' call for people's council
The Nation

BANGKOK: -- Prime Minister Yingluck Shinawatra Thursday urged protesters to leave all government offices and stop their rallies and instead hold talks with the government.

Yingluck went on TV pool at 1.50pm to insist that her government wanted to talk with protest leaders to find a solution for the country that would draw an end to the protracted political crisis.

She said the protesters should leave the government offices they are occupying so that government officials could continue to work to serve the people.

She added that the protests should end because the country is about to celebrate His Majesty the King's birthday.

The Prime Minister said the call for the establishment of a people's council to reform the country could not be done under the current Constitution.

As a result, the protesters should hold talks with the government instead of continuing the protests.

"I hereby affirm that I have a real intention to cooperate and consult [with protester leaders] to find a solution for the country and bring an end to the current political conflicts, which have been going on for a long time and have done enough damage to the country," Yingluck siad.

"I would like to propose to the demonstrators that they stop the rally and return the government offices to the government so that government mechanisms can continue. And I’ll open a venue for talks because the government does not want to confront the protesters. The government is ready to cooperate with those who have an interest in the political conflicts to formulate measures for solving the problems in a way that is acceptable to all sides."

Yingluck also expressed confidence government officials would continue to work to serve the people even though the protests were making their work harder.

Police say emergency law is unnecessary yet to control protests

BANGKOK: -- The Center for the Administration of Peace and Order spokesman said today it is still unnecessary to impose emergency law in the capital to control the ongoing protests and seizures of government offices as the police are still able to maintain the situation.

Assurance of the police-led Center came as there is concern that the security law imposed on Bangkok and three surrounding provinces might not be sufficient for the police to use as tool to control the situation. A senior metropolitan police officer has earlier suggested the imposition of the harsher emergency law so as to enable the government to draw soldiers to help the police in controlling the situation.

But the army chief has made clear to his assistant that soldiers would stay neutral and would remain in their barracks.

The police center spokesman Pol Maj-Gen Piya Uthayo said the police would resort only to negotiations to deal with the protesters and significantly to avoid confrontation with the protesters.

He said the existing security law was enough to control the protests.

However, he said the police were concerned about “third hands” which might intervene and deteriorate the situation.

He also denied allegations by protesters that the police have used black cloths to cover CCTV cameras installed near the scenes of protest rallies so as to allow the police to crack down on protesters without evidences from video footages.
