He is a fugitive, wanted for charges that are more serious than bank fraud. Any meeting that doesn't result in immediate arrest undermines the concept of justice. Thaksin should also be arrested, but in the case of Suthep he still resides in Thailand and if he shows his face should be arrested on the spot.
