As far as I know they will need to have a visa to visit any European schengen country. But it should be easier as she has an American Passport. She should check with the embassy of the country the like to visit or would like to enter the Schengen countries.

US passport holders can enter the Schengen area for pleasure or business for up to three months without a visa; though strictly speaking their passport should be valid for at least three months after their departure from the Schengen area. Some Schengen countries apply this last more strictly than others; check with the embassy of the country concerned.

Thai passport holders need a visa, even if they are family members of an EEA national, unless they have permanent residence in an EEA country.

For more details on Schengen visas, see Schengen Visa FAQ.

At 59 or there about's, I am assuming her children are rather grown up by now, I doubt "Mummy's got a US Passport" will carry much weight regarding their schengen application.
