BANGKOK: -- The private sector is to propose the National Council for Peace and Order (NCPO) to seriously reorganise employment broker service which is creating forced labour and human trafficking problems for the country.

Thai Chamber of Commerce (TCC) chairman of labour and human resources Poj Aramwattananont said the problems of forced or slave labour and human trafficking are 70-80% caused by these illegal job brokers both in the country and outside.

These ghost brokers both Thais and foreigners are main causes of all the slave and forced labour which tainted the fishing and food processing industries, he said.

These brokers had caused trouble for Thai factories and foreign workers by luring them with promises of work at renowned Thai factories, only to switch their story when the migrants arrived, he said.

They must be registered in both ways to stop the problems, he said, citing Mae Sot district of Tak province where there are lots of the ghost brokers in operations.

Industry classification of these brokers such as textiles, processed farm products or fisheries and seafood is needed to ensure Thai factories employ the right skilled workers, he said.

He also agrees with plans to register fishery workers at centres and improve inspection of fishing vessels to curb forced labour and reassure foreign consumers.

But he also admitted that the country Thailand faced a labour shortage.

He said Thailand is now in serious trouble in several sectors but if “we have a plan for the next five to 10 years to develop and upgrade our labour force so we don’t have to rely on so many foreign workers.”

Mr Poj, who is also president of the Thai Frozen Foods Association, called on the government to support credit lines for small and medium-sized enterprises to modernise their operations, reducing the need for labour, as well as campaign for better understanding about the importance of labour to the country’s economic development and business growth.

The proposal which is among the 29-point proposals of the three chambers will be submitted to the joint public private sector committee chaired by Gen Prayuth Chan-ocha on July 16 for consideration.

Just wondering how many of these brokers / ghost brokers are actually government officials with zero morals and a big bank balance.

Upgrading the work force, though laudable, will not solve the foreign worker issues in the industries cited. It will only worsen it. If a Thai wanted those jobs today, he/she could have it tomorrow. But the pay and working conditions are poor, so only foreigners from nearby countries are the only people interested.

It's the same thing worldwide. Mexicans in the US, E. Europeans in the UK, Indians in the M.E. I could go on. You get the point. Sound bites are nice, but no easy solution.

Not true. I have seen factories where the factory is positioned 10 miles from civilisation and the entire labour force is imported. It was never the intention to hire Thais for this job.

Simple solution . all brokers must be govt vetted. Industry only hires from.these agents. Done

Here is someone who "gets" the TIP report and is making positive suggestions to improve the situation. Now as to whether his good intentions come to fruition is another matter.

I wish him well in his quest.

...rotten to the core.....going on for so long....where to begin..........at least, finally, problems are being identified and addressed..........

Do not know about ghost brokers, but i need a broker to find me staff with some brain and desire to work for longer than 1-2 months
