Need Help to Unlock Galaxy S4

Hey guys. I sent my old Galaxy S4 ATT smartphone to my girlfriend. She took it to the same shop that unlocked the S2. They say they can not unlock it. Model is SGH-I337.

Any ideas? Thanks in advance.
