I suggest you DO NOT file at the Bangkok DHS-USCIS office. Send your filing to the USA for processing.

My wife has been issued two visas over the last ten years (financee and marriage) to the US including a green card resultant from processing filings in the US offices.  For various personal family reasons she did not stay in the US long enough to have her green card become permanent.

I recently filed another I130 with the Bangkok office using the same basic documentation as with previous approved filings thinking it would receive faster processing than sending it to the US.  BIG MISTAKE!!!!

The Bangkok office DENIED the application due to not having a copy of her Japanese divorce filing in Japanese language available.  The denial acknowledeged the previous approvals and substantiated the denial based on the legal requirement for the local language document even though Thai and English language translations where provided as had been with previous submissions.  They stated US offices just made a mistake with there two visa approvals.  Indicated that our marriage was not legal for immigration purposes due to not having the Japanese language divorce document.

My recommendation is do not take the chance with the Bangkok office and there looking for justifications for rejection vs. trying to support US citizen's with visa processing for family members.

Or, could it be that they're just following the rules?

So, where's the Japanese language copy of the divorce?  Dig that out, and your marriage will be legal in the eyes of USCIS, Bangkok or elsewhere.

I'm confused. Was the original divorce decree in Japanese?  If it was, you need to supply that document in Japanese with a translation into English or Thai.  You can't just give them the translation without the original document.  USCIS in the U.S. wont accept that either.  At least they're not supposed to.
