Does anyone know how long the turn around time is currently for a UK tourist visa for a Thai person?

Secondly, can the application be made from Chiang Mai or is a visit to Bangkok mandatory?

If a visit to Bangkok is mandatory, can the visa be obtained via an agent?

Finally, if a Thai has already supplied biometric data for a prior visa application, is it safe to assume they need not do so again?

Unfortunately, the page on the UKVI website which shows the latest processing times is down at present; maybe check again later?

But the UKVI advice is to allow three weeks (15 working days) for a non settlement visa to be processed.

Remember that you can submit the application up to three months in advance and ask for a specific start date. If you do this, check the visa immediately it is received as mistakes do happen and cannot be rectified later.

After completing and submitting the online form, the applicant must visit the UK visa application centre personally to submit the signed hard copy of the application and their supporting documents and have their biometrics taken. As biometrics are taken, it is not possible for anyone to go for them.

All applicants must have their biometrics taken each time they apply; even if they have been taken previously. This is to ensure it's the same person.

I'm sure that you are honest, but there are people who will try to obtain a UK visa by impersonating someone who has successfully obtained one in the past.
