New 90 day non-report fine increased?

I've just been to Chaeng Wattana to do my latest 90 day after a new passport and visa swap in August.

Perhaps I've missed something recently and I'm repeating what is already known, but I see a big difference in the 'Receipt of Notification' form I was handed back from the one I had last March.

Firstly, the new 'Receipt of Notification (the larger pic) is about A5 size and is properly printed, as if by a computer.

The smaller picture is of the old 'Receipt of Notification' from March which has your name and address hand-written rather scrappily.

BUT do you notice the difference?

As I understood it, the penalty for non-reporting at 90 days was 2,000 baht. However, (sorry the scans are not too good) if you carefully at the larger pic dated 31 October (today) and look carefully in the bottom right hand corner, you'll see it says 'THE FINE OF OVERDUE NOTIFICATION IS NOT EXCEEDING 5,000 BAHT' .

So, that could mean that you may only be fined, say 1,000 baht if you report just a few days late, and the maximum could be reached if you say, completely missed reporting for 90 days. Anyone know?

Have I missed some announcement somewhere, or have Immigration sneaked in a higher fine without saying, with an extra amount of up to 3 grand?

I would love to know if this is well-known or not, because some people (like a pal who never does the 90 day report but is returning for 2 months to the UK soon) might get quite a shock if they try to leave the country and the Immi chap at Swampy sees there is no receipt in the passport (the new form now says the receipt should be kept in the passport - see bottom left of new receipt) ). Best to staple it in - I have.

The maximum fine has been 5000 baht for many years, and this is not a change. In practice when you are late for a report you are fined 2000B as a routine amount.

They do not have to fine you the maximum, and in my experience, (one missed report), they do not.
