As for the money from the goverment, who knows might be on disability or he might have rigged his payments, because most times you don't get paid if you live outside of the country. There are some exceptions like pensions and such but doubt he is old enough for it.

First thing i would of expected to see from someone dealing is 1. Deals made up 2. Some scales 3. Drugs are not tolerated in Thailand and should never be. If you don't like the drug laws here, then go back to where you came from. The Thais don't want drug advocates here.
