Two men face animal cruelty charges in Nong Khai

BANGKOK: -- Two men arrested in Nong Khai province were the first people to be charged under the new Animal Welfare Bill, which took effect on December 27, 2014.

Tha Bo police summoned Khamdee Khottha, 50, early yesterday after an allegation that he had tortured and injured a pet dog belonging to his neighbour Jomsri Khamphukaew.

Case investigator Pol Lt Col Kittithat Sihachai quoted Khamdee as saying that the dog went to his home to eat food that he had poured out for chickens, so he tried to shoo it away but it wouldn’t go. So he threw a knife at it, which hit the dog's face. He told police and insisted he didn't intend to kill the dog.

But his neighbour Jomsri alleged that the accused man had also killed a dog before. Police said Khamdee admitted he had killed a female pet dog because she often attracted male dogs in the mating season, which caused noises, so he beat it with a wooden club until it was dead, Kittithat said. So police would gather evidence to file a case in court as per the new law, he said.

Tha Bo superintendent Pol Col Somchai Sanguansakpakdee said while Jomsri later said she didn't want to press a charge against her neighbour, police had to proceed. The crime was punishable by up two years in prison and a fine of up to Bt40,000, he said. Khamdee was released without bail later yesterday.

Later in the afternoon, Tha Bo police also arrested Niwet Muthasahim, a 40-year-old mahout, and impounded his elephant. He faces a charge of animal cruelty, because he took the beast to beg for money in a community area in Nong Khai's Muang district.

A mahout using elephants for begging not quite the same as the guy who maims and kills dogs (plural).

The dog killer sounds like he needs to learn what that treatment feels like. After moving on from dogs what follows?

This is one sick puppy, and I am not commenting on the animals.

Good to hear about the mahout. It makes me so angry to see these elephants, often very young being dragged through busy streets at night by a hook in the ear by 3 or 4 strapping young men who could easily find city employment in the Esaan construction boom that is going on now. When I had my Thai lady diplomatically translate this once to one of them, he said that he did not know anything else. This begs the question of 'Government retraining' for these young mahouts.

These people are so stupid it beggars belief.

The police could have fined the man and fined the neighbor for allowing the animal to roam free and encroach upon the man's property. It's not over by any stretch. They could have had an eye to the future and diffused this unfortunate event, but now have escalated it.

What they have now done is create an explosive environment between the irresponsible idiot who let her dog roam free and her neighbor, the man who is over reactive in not wanting a feral beast come on his property.

The situation is now dangerous, thanks to the stupidity of the police, because after the man settles his debt to society, he will hold a grudge at the neighbor, who in all likelihood will continue to harbor filthy mutts and allow them to trample all over other people's private property and create an environment of risk and danger to children.

There is so much more to comment on, but I suspect it is pretty much useless.

Wow he is really good at throwing a knife if he can kill a dog with a knife throw to the dog's face. For these animal cruelty cases there is no need for so much fuss on the law. Just do exactly what he did to the dog(s) and case is closed. Same treatment of course applies in the mahout case.

OH for goodnes sakes will the never ending posts about Thai dogs never cease? Week after week we are subjected to arguements for and against these bloody mongrels. It's about time posters gave it a rest, nothing is going to change - surely most posters on this forum realise this and complaning is like farting against thunder?
