Yingluck not involved in issue of passports to Thaksin: NACC
The Nation

BANGKOK: -- Former prime minister Yingluck Shinawatra has been found to have had no role in her brother, fugitive former premier Thaksin, being issued a passport, anti-corruption panel chairman Panthep Klanarongran said yesterday.

He said investigators from the National Anti-Corruption Commission (NACC) looking into the allegation decided that former foreign minister Surapong Tovichakchaikul and the then-Foreign Ministry permanent secretary may face impeachment over the matter depending on further scrutiny.

However, the NACC will decide within this month whether it will take legal action against those involved in the case, Panthep said.

Meanwhile, Yingluck will report to the NACC on Tuesday to hear charges levelled against her in relation to the compensation scheme for victims of political protest, mostly red shirts, Panthep said.

The NACC chairman yesterday told media that the anti-corruption panel had sent a summons to Yingluck and 34 members of her cabinet, detailing the charge.

The concerned parties, including the former premier, will have the opportunity to defend themselves before the NACC between June 9 and 30.

Earlier in March, the NACC prepared complaints about compensation payments made to families of protesters who died during political unrest between 2005 and May 2010. Under the scheme, the families of protesters who were killed were given Bt7.5 million in compensation, an amount criticised by some as excessive.

Yingluck's critics accused her of having a conflict of interest in approving the payment, as many of the recipients were red shirts who supported her government.

Meanwhile, the National Legislative Assembly has set June 26 to hear the opening statement regarding the impeachment proceedings against 248 former MPs, Panthep said.

Among former MPs facing impeachment are five lawmakers who allegedly swiped their colleagues' ID cards to vote in the motion to amend the charter on the composition of the Senate, he said.

NACC member Wichai Wiwitsewi will deliver the opening statement on behalf of the commission. The NACC will also press criminal charges against the five ex-MPs for swiping their colleagues' cards.

Of course she is not.....She was involved in NOTHING. Except traveling to more countries that she could name before becoming a puppet.

All around her made sure she was protected. Don't talk, don't do,...just smile and leave when there is something to do....

Hmmm, perhaps she can explain why she never replied to the ombudsman as she was required to do or why as party leader she didn't show the way for the foreign ministered to obey the rule of law?

The Nation 2012-09-16: "BANGKOK: -- Prime Minister Yingluck Shinawatra has been urged to show leadership by acting on the Office of the Ombudsman's recommendation to revoke fugitive ex-prime minister Thaksin Shinawatra's passport..... PM should demonstrate leadership by accepting the Ombudsman's recommendation, thereby proving wrong those critics who say the government wants to sabotage independent agencies and push for the issuance of a new passport for her brother [Thaksin],'' Ongart said."

February 15, 2013 1:00 am: "The Office of the Ombudsman has stepped up pressure on Prime Minister Yingluck Shinawatra to heed its recommendation that former Prime Minister Thaksin Shinawatra's passport be recalled, Ombudsman spokesman Raksakecha Chaechai said yesterday.....The Foreign Ministry, which must respond to the Ombudsman within 30 days, in mid-October requested another 30 days to collect information on the issuance. Since it had not heard from the Ministry since, Raksakecha said his office on Tuesday submitted a letter to the PM asking her to instruct the Foreign Ministry to heed its recommendation. Asked if he believed Yingluck would instruct that her own brother's passport be revoked, Raksakecha said the PM must exercise her own judgement."

What's the chances that Mr.T bypassed her, called Surapong direct and told him to get on with it ? He was running the show after all.

That being said it doesn't absolve her from responsibility because puppet or not she was, to all intents and purposes, the PM and regularly insisted " I am the PM. "

Surapong also was not involved in issue of passports, he only delivered them.

To be fair there was bugger all else for him to do. Remember at the time the sordid passport delivery occurred Thailand was under a few meters of croc and cobra infested sewerage and waste water during Yingluck's Great Flood. Rather him foxtrot oscar-ing off to Dubai than hooning around the streets on jetski's like red ranker Karun Hosakul did at the time.

If you're the CEO of a large company, you are ultimately held responsible for how the business is run and you are judged on that performance. Same applies here.

It's far too easy to say she knew nothing, especially when we ALL know that she DID know about it but just let it slide (at best).

She might not have actually made the passport and put the stamps in it, but she for damn sure knew it was happening and didn't stop it when she should have done.

Mind you, that's the PT/Shinawatra modus operandi, push and push and push until it gets too public or there's some backlash, then backtrack and say it wasn't me, I know nothing, I do nothing, why are you picking on me, it's political ...

She may or may not have known before it was issued.

She certainly knew afterwards because of the repeated questions from the Ombudsman which she repeatedly ignored. This is what she should be investigated for - failure to to action or respond as to why not.

The reason of course is she couldn't. She could not justify her cousin issuing new passports and hand delivering them to her criminal fugitive brother in his UAE refuge. Nor could she revoke them and upset her brother, and discipline her cousin. So she did what she though best - ignore it and hope it will all go away as soon as they sneak the amnesty through and get Thaksin back.

She's being let off for some reason.

This is no surprise at all : whenever the MP's were up to their dirty business, Yingluck was somewhere else for this very reason of deniability.

When a PM does absolutely nothing while MP's get about the corruption, gross negligence is about they only charge they could ever be guilty of. She betrayed her country and her people while she did this : she is guilty of much more than turning a blind eye.
