There are tons of solar parts vendors in TH.. Do some shopping around - Amorn price all of their loose panels at 30Baht/Watt - they offer better prices as kits, but if you're just looking to buy a couple of panels, other vendors might be cheaper.

For the record I have just been told by HOMEPRO in Chiang Mai that there is no more quota for government purchase of your electricity from rooftop solar panels in the North.

Different to what I hear, but no big issue - you don't need to sign the 25-year solar rooftop supply contract to do solar. And arguably, you might be foolish if you do so.
