BANGKOK: -- RESIDENTS in Phitsanulok province launched a protest yesterday against the construction of two waste-management plants, saying not only would they contaminate the environment, they were also being built on a historic temple site.

Hundreds of people from eight villages near the project gathered at King Naresuan Military Base to voice their concerns, and handed a petition with 400 signatures to the 4th Infantry Division's Commander Maj-General Nopporn Ruengchan.

The waste-management plants are to be built on the Sam Wihan public land in Phitsanulok's Muang district, Tambon Samorkae.

The protesters said the plants would pollute the air and water nearby, adding that the four public hearings were only held to provide an explanation.

Maj-General Nopporn later assigned Cavalry Squadron Commanding Officer Lieutenant Thanakrit Sukkerd to do a survey on the site and come up with aerial maps of the area related to the eight villages.

Meanwhile, Phitsanulok deputy governor Chatchai Sanguanphan and archaeology expert Rattiya Chaiyawong inspected the |proposed construction area and said permission will be sought from the Fine Arts Department to conduct an archaeological survey of the area.

"If it is found to be a historic site, then the factories cannot be built," she added.

The Bt16-million waste-management project is expected to produce fuel and fertiliser and is funded by the Natural Resources and Environment Ministry.

Very true, they are not building landfills, but there is a big risk with the production of compost in that such processes run the risk of bad smells and millions of flies. That is why an EIA and proper management are essential if the project is to go ahead. Also it would be of some reassurance if ISO 14001 certification was to be one of the management aims.

Why not build a proper waste to energy facility using gasification process.

No smell, no pollution, and provide electricity.

I'm not saying don't do anything and I'm not even saying don't build it, but it's going to take a lot more than 16 million baht to do a proper job so there is no pollution and putrid smells are contained. People have a right to expect their villages and neighborhood's won't be turned into places they feel forced to move from. After all, they WERE there first.

Went to an indoor facility like this in Chiangmai. Flies wouldn't really describe it. They have to have a proper EIA and pest control in place.

16 Million Baht, that would build only two decent houses, so can't see that amount of money coming anywhere near building 2 waste plants with the necessary environmental requirements THAT should be inplace.

If the map in the OP is correct, those waste plants seem like they are right inside the town. Shouldn't they be built out of town a few km's?
