There is no requirement to have any money in a Thai bank when you apply for any type of visa at a Thai consulate or embassy.

I'm am 65 and married, I plan on retiring next year. The visa application is being made in Hull UK.

If you apply for a non-o visa based upon marriage to a Thai you will not need any financial proof.

If for retirement you will have to on a old age pension to get the visa.

Must I show proof of a pension , or will having 800 K in a bank for 3 months be OK

Hull has been reported as refusing to issue a non-o visa even with funds in the bank for 3 months.
