Is it possible to take the bike / green book to the local vehicle transfer office in Pranburi - or does the bike need to go to Bangkok - or our regional office in prachuap khiri khan ??

Yes, you bring all the papers to the local office. They will issue a new number and send back to old one. Need to come next day to collect. At least that's how it works in Bangkok and Chiang Mai.
