car rental in chiang kham, return car to chiang rai , private tour C.kham->khong?

hello, i'm meeting some friends in chiang kham jan 22, 23, but don't really want to rent a car for those dates, after 23, on 24, i would like to tour up to chiang khong, as i've heard it is very scenic, but don't really want to return to chiang rai 1st, am i crazy to think there might be any option while in chiang kham to either rent and drive myself, or find a guide to travel maybe overnight up to chiang khong then back to chiang rai ?

if not, can you provide me someone to call, or talk to?

and/or re: the mountain routes any current advice / recommendations on a slow most scenic route, besides , what is in my lonely planet book?
