Thai - Cambodia Conflict OIC Introduces ‘Compassionate Compensation’ Measures for Victims

The Office of Insurance Commission (OIC) has announced, on 9 August, new measures to provide ‘compassionate compensation’ to those affected by recent events along the Thai-Cambodian border. Deputy Government Spokesperson Sasikan Watthanachan stated that the OIC has urged insurance companies to promptly assess damages and clarify the interpretation of policy terms to ensure swift compensation payments to civilians who suffered harm to their lives, health or property during the border incidents. The OIC is also acting as a mediator between insurers and policyholders, facilitating negotiations to ensure fair and timely assistance. Initial assessments indicate that the situation does not qualify as “war” under insurance policy exclusions. However, should insurers identify other grounds for claim denial, these will be evaluated on a case-by-case basis in accordance with policy wording and factual circumstances. In instances where policies contain applicable exclusions, companies are encouraged to provide compensation under the framework of “compassionate compensation” to support affected individuals. “The government is coordinating with all relevant agencies to alleviate distress and provide fair compensation for those impacted, ensuring policyholders’ rights are protected,” said Ms Sasikan. “Insurance firms have been instructed to act swiftly, carefully and justly when processing claims. The OIC remains committed to impartial, rigorous oversight to uphold the best interests of the insured public.” This initiative underscores the government’s commitment to support citizens during challenging times and maintain confidence in the country’s insurance system.
