This week I went to Tuk Com (Pattaya) to recharge my prepaid ipad 4g simcard (320 baht for 2.5gb of 4G).

However, the lady at the desk asked me if I have a work permit, I said no and she said I had to choose another plan. I insisted that I've been using that plan for months and she said ok and put it for me (and charged some weird 20 baht fee already on top of the 7%).

As I was leaving, another customer walked in to ask about plans and I've heard her asking him about work permit and saying he can't have that plan.

Is there a new regulation for this? I googled it but couldn't find anything like this for prepaid plans.

There used to be a passport + wp required to get a contract phone

I think it's a bit more lax now, last year they trusted me with just a driving licence and gave me a phone on contract so it's worth asking a few shops

You can activate the prepaid plans by topping up your credit and finding the ussd code on their website too... No staff required at all
