I got a 2 months tourist visa in Vientiane about to expire. I know I can get 1 month extra at Immigration. During this 1 month period I will have to leave the country for one week. Can you get a re-entry made when its in the "extra month" ?

Visa on arrival is not an option as I have been flying in and out too much.

If you have a lot of visa exempts, you will be questioned if trying for another visa exempt. However, if you can show the ability to support yourself without working illegally, you should be allowed to enter if flying in. Is there any other reason, other than frequent visa exempt entries, that would lead immigration officials to deny you entry under Section 12 of the Immigration Act?

The re-entry permit will cost 1,000 baht. It's available 24 hrs a day at the BKK and DMK, but not at all land borders. You can also buy one at your local immigration office.

Rather than enter an argument let us just agree that IF an IO wishes to find reason (under Sect. 12) to deny entry it can easily be achieved.

They would simple use 12.3 as the reason for denial.

Note the part about the objective being to prevent illegal working in Thailand (a valid reason under Section 12 to deny entry). Showing the financial resources to support yourself in Thailand without working should be sufficient protection.

Shortly after that communication went out, there was a follow up instruction to immigration to apply the policy flexibly so as not to affect genuine tourism.

However, I do not dispute that there is a case for playing safe and having a visa or re-entry permit.

I understand it's link to illegal working but, as you probably know, the IO's seem to be able to deny entry on suspicion alone and do not have to prove anything. There is no definition of what a 'visa runner' is so we are back to IO's discretion.

IMO, if they wanted to deny entry, they would do so even with proof of financial resources because that doesn't prove you're not working. As the OP is concerned about future visa exempt entries I would suggest taking the cautious approach.

1.2.2 The alien must not enter the Kingdom by exploiting 30 day visa exemptions undertaking method “in out”or called by foreigners as “Visa run”. Aliens use the advantage of Tourist Visa Exemption by leaving Thailand and returning immediately for the purpose of extending their stay, which is considered from the tourism point of view to be longer than necessary and not in line with the purpose permitted while entering country.
