I've read through a couple of similar posts and read the pinned info by TV on this, but it still seems a bit sketchy.

If a foreigner buys a used car here (in my case from another foreigner) what is the procedure? Do I need to show a work permit? Do I need to show a Thai driving licence? What is the documentation needed to register? Does the seller need to attend the Motor Licencing office at the Land transport dept?

I also see from other posts there is some kind of wait requried - like several days to transfer the registration document or something like that - what is that about?

Also regarding renewal of 1 year driving licence to the 5 year variety. My 1 year licence expired 3 years ago. Will they refuse to renew - and if so will they issue a 1 year - or refuse that too!!?

No and no. No work permit needed and no driver's license needed. You will need a paper from Thai immigration verifying your permanent address. You will probably need a driver's license to get insurance.
