If you can get a certificate of residence from your local immigration office then you can apply to take the test, but you won't get anything more than a 2 year temporary ( which is only for use within Thailand, it's not an international ticket )

Correct. But the OP would get a 5 permanent year license upon renewal. That one will be accepted anywhere. (Always up tot he police officers discretion in many countries unfortunately.)

On tourist visa officially no 5 year licence will be given, only temporary (so 2 years).

He will not get a 5 year license unless he is on a Non-O, (probably also a Non-B) or extension of one of those when he renews the license.

The guy tried to fob me off with another 2 year, but I managed to get him to read this printed page and he finally gave in and made a call to confirm the definition of "non-immigrant visa"

Not to say, on the day the OP won't get a 5 year ticket, but the odds are against him.
