i read a news they said Thai Gov. supported car makers in Eco car production.

and if they want to put forwards EVs i'm not sure Eco car project has made enough profit for them yet.

they both have to agree.

Most electricity in Thailand is generated from Coal or Natural gas.  

Power generators manage their emission within the limits of their long the term contracts.

More power = more emissions.

Major changes in technology tend to be difficult to apply to older contracts.  

Natural Gas generated electricity would mean that an EV is much greener than a regular car.   Coal would be a wash.
