Study on draft charter advised before referendum

BANGKOK, 1 August 2016 (NNT) – Prime Minister’s Office (PMO) Spokesman has advised the general public to study the draft constitution through various channels during the remaining seven days prior to the scheduled public referendum. 

PMO Spokesman Sansern Kaewkamnerd said that there are only seven days left before the referendum and the general public should study the details of the draft constitution thoroughly before voting in the referendum, as it is an important opportunity for the Thai people to express their opinions and determine the fate of the country. 

Although the Election Commission has not completed the entire distribution of the draft constitution documents and its summary to all households, booklets on the referendum have been sent to all residences. 

Another channel where the general can study contents in the draft constitution is through designated websites, mobile applications and from daily newspapers.

I was doing some banking today in Bangkok and staff was very helpful in concluding a complex transaction. Before leaving I wished all to  be sure to vote in the referendum.

Blank faces everywhere. One person thought I was wishing them a Happy Constitution Day and pointed out that day is not on August 7th. End of conversation.

Which general might NNT be referring to? I don't think ANY general (military, police, or retired) is too interested in further study (of this document) as Section 279 appears to provide all the information they need to know that their activities over the last couple of years will remain free of any repercussion.

Meanwhile, Kaewkamnerd's statement demonstrates how the junta and its cronies continue to insult Thai citizens, as the preamble of the draft blatantly assures us that:

In the implementation thereof, the Constitution Drafting Committee has built public awareness and understanding of the principles and justifications of all provisions on a periodic basis so as to provide the opportunities for the public to widely access the Draft Constitution and its explanations through a variety of media and to allow public participation in the development of the content of the Draft by providing recommendations on the revision it so requires. Upon completion, the Draft Constitution has been disseminated to the public with the summary of explanations on its essence in a manner which enables the public to easily and generally understand it, and has organized a referendum to approve the entire Draft Constitution.

However, the Bangkok Poll (http://bangkokpoll.bu.ac.th/index.php?option=com_wrapper&view=wrapper&Itemid=71) see it very differently. From their statistics relating to people's knowledge and understanding of the draft Constitution, it appears that 61% have no understanding, 34.4% know some important issues (whatever these might be), 1% are not sure, while a whopping 3.6% believe they know the issues well!!!

The fact that 61% are ignorant of the draft Constitution's contents (and particularly their meaning) in the final weeks before the referendum, is an damning indictment of how Thais have been treated like mushrooms by Prat yu and his usurpers!
