I agree with you.

 

But you would have to go right back to the initial contract stage of quite a few years ago and work forward from there to find the problems. I may date as far back as the coup of 2006/7, PPP under Samak and Somchai, Democrats under Abhisit or as late as the PTP under Yingluck.

 

It is unlikely to be the current government as they only inherited the problem as construction was well underway by the time they took over.

PL construction started in 2010, so you're probably not far adrift with the 2006/7 estimates of who had the final word and who made the money from galloping land prices.
