Thais warned not to eat food before paying first in Japan

I recall seeing a few shops in Narita and Haneda airports that cautioned you not to open or consume product until paid for. I too think it's odd- but given the limited facts presented, it doesn't sound like there was a theft or criminal intent - but that doesn't mean it's not against the local law.
