Prawit defends Bt26.9m Army projects given to Preecha’s son

BANGKOK: -- There was nothing wrong in Defence Ministry permanent secretary General Preecha Chan-o-cha’s son securing Bt26.9 million worth of Army construction projects, Defence Minister General Prawit Wongsuwan said yesterday.

 

Prawit said, "Anyone can place a bid. There is no rule to ban Preecha's son [Pathompol, also a nephew of Prime Minister Prayut] from bidding for the contracts as long as he proposed the lowest price and the right specifications to meet the requirements of the Third Army Area."

These people are great guys who are totally above self aggrandizement. Patriots one and all they are completely free from the taint of corruption or nepotism. When compared to the Shinawatras they are gods from above come to move Thailand forward towards the past. Forward towards a glorious new era of the haves and have not's. So stop knocking them and get with the programme or go get some attitude adjustment.

Can I also have a look at the other tenders before I put mine in. Then I go to the second lowest tender and start to negotiate a new deal. Just a couple of phone calls and quite a bit of money for the winning tender? These guys are professionals. They have been groomed for positions like this, knowing what to do and say. They then tell the public how good it was in the 1960's and how the country should aspire to return to these values, whilst they use all the new mods and cons to pull the wool over your eyes. So what did Mr T do again?

If the bids to do the work are made public and anyone can bid on the job with guaranteed bids and guaranteed work then surely that is acceptable ,if it's closed bids then there is a chance of corruption and if it's only estimated bids same applies ,if the works guaranteed for a number of years with no extra cost ,no problem,alls fair

Would laws, administrative instructions etc on bids, who can make them and so on make any difference ?

Everything here is so flexible especially for those further up the pecking order and transparency is just a word that gets trotted out when appropriate but has absolutely no meaning.

One might hesitate making a lower bid if it was known that Prayut's son was a bidder. It might have been advisable otherwise to make a much higher bid that would make Pathompol's bid appear to be generously low and maybe share in some of the spoils later.

unfortunately the tendering process does not work in a country as fantastically corrupt as thailand. i have an english mate who worked for a private thai company that built sewerage treatment plants. he was instructed to go quote a job and was told to over quote it by 150%. when he asked why he was told they were going to be paid a 10% cash fee to the other company bidding on the project who was going to over quote it 130%.  have to wonder if it is really going to change in 20 years.

Yes what ever  happened to all those "lists" of corruption being drawn up anyways. Kind of reminds me of the serials that used to be shown in theatres when I was young. Hoppy dives off of the moving train and is frozen and the words come on the screen. "Come back next week for another episode of Hopalong Cassidy." Where are these lists Mr. PM along with so many other subjects that seem to have ridden off into the sunset unresolved.

There should certainly be rules that require declaring conflict of interest - ouch, that would be well used here.

 

But, providing they can show contracts were awarded to the lowest bidder providing to the agreed solution, or most competitive bid based on the evaluation criteria then why should a company be excluded? However, that would be a construction company with appropriate skills, qualifications and experience to do the work. All of which would have been verified at the pre-tender bidder qualifications. 

 

On the other hand......................... - and we'll never know.
