This is Thailand.  With that said, and it may be a stupid question, but if I have a 5-year license already that has expired, how long after it expires can I renew it?

Correct in this case.

 

And it's one year after expiry without penalty,

No 90 day.

90 day (or 3 months) is obviously the earliest time before expiry that you can go for renewal.

No I won't, I have a valid USA driver's license and an international.

You will do the eye things, reaction test and I reckon the medical cert...When I renewed mine they said if a license has expired for more than a year the full test must be done, of course the 'full' test is for Thai folk with no other license..

As I recall the eye test is nothing more to check for being color blind.  And that stupid reaction test is a joke.
