I have a 2007 Honda Jazz which I haven't used for a couple of years and it has been parked in my Bangkok condo basement car park. The last road tax sticker expired in 2557. The car has a flat tyre and bad battery but I now want to sell it. It is not easy for me to get it fixed up, inspected and taxed because I suffered a debilitating illness (stroke) which restricts my movement so I want to sell it as is where is. My question is is it legal for me to sell it without a current inspection cert/tax sticker and if so are there any pitfalls that I should watch out for?

Lots of vehicles sold like that just make it clear in any advert when the tax ran out and is being sold 'as is' if you really don't want to fix the tyre /battery and sell it as a non runner it will have to be very cheap , if you do that low price i bet most punters will still bring a wheel and battery to drive it first just tell them price goes up for a running driving car.

Thanks for your advice. How about changing the blue book? Do I have to go in person to the DMV?

No you dont have to go in person just provide the buyer with a signed power of attorney form,sign the blue book and maybe (much debated) you need to provide a "certificate of residence" from immigration (work permit or yellow book also accepted) and copy of passport and visa.
