What are the rules/laws/regulations for a car being off the road for a few years.

Pay the missing road tax for those years and carry on with same number etc or have things changed recently?

Yes depending on what you call a few years - don't forget the annual inspection for old vehicles

3 or 4 years. So the order would be be insurance, inspection then pay missing years.

Old vehicle inspection is now at 5 years old.

Since the question is where the limit is, 5 or 7, your 40 year old will hardly give us the answer :)
