Best regional embassy to get Non-Imm O 90 day retirement visa based on 800k deposit

From what I know Vientiane is possible.

Penang and Savannakhet are good locations. But you will need the 800k baht in the bank and proof you are retired. People have used a income letter from their embassy for proof of retirement.

Vientiane has recently been asking for a medical certificate and a Thai police clearance certificate to get the visa.

Other locations may also do them but their is a lack of confirmed reports.

You could try in Phnom Penh or Vietnam. But I have seen no recent reports of what they will want.
