Certificate of Residence Chaengwattana Immigration

I didn't really know which forum to post this in but on March 16th I applied for a certificate of residence at Chaengwattana. I need it for an International Driving Permit, I am traveling on the 16th of April to the USA and need the license to transport my parents by car from Alabama to Indiana. I thought I would get it in a couple of weeks like I had in the past. I know they say up to three weeks and that date came and went yesterday April 6th. The officer which I thought was strange made a point to tell me that if I hadn't received it by mail in three weeks to come back to immigration, no need to queue and come to the room where I applied for it showing my little receipt that she gave me. Well now I am about to run out of time with only three more days next week to get everything done because of holiday office closures. It did not come in the mail today so I thought I would give it tomorrow and Sunday hoping it will come and if not going back to Immigration on Monday then Tuesday or Wednesday to the Department of Land Transportation to get the driving permit. Ok, now here is my question... I was wondering if anyone has had to go back the second time to Immigration because their certificate of residence did not arrive and did they get it there on the spot or what happened then? If it is just going there and being told to wait or something it is just a waste of my time with only a few day left to get everything done. I would really appreciate knowing of anyone's past experiences and thank you in advance. Also moderators if you think this would get more of an audience in another forum please feel free to place it there.

A short follow-up on my residence certificate..... As previously noted I applied at Chaengwattana Immigration on March 16th and was told to come back if I had not received it by mail in three weeks which came and went last Thursday April 6th. I decided to to go back this morning to see what was going on and I was told it went out in the mail this morning. However I was given a copy on site and was told I would be receiving another one in the mail shortly. Well I was able to go to the Department of Land Transportation after I left and did what needed to be done there and now I am good to go. Just a word of warning that it can take longer than the three week period to get the certificate from Immigration and maybe give yourself a little extra time which I cut too short for comfort. It worked out but next time I will plan accordingly.
