Absolutely no-way would I even contemplate buying in such a development especially if one intends to "live" there !! The are millions of 1 bed condos ( new and resale) on the market all for about 1 million baht !!! Well , you get what you pay for !! I think the property bubble is going to burst here and some construction companies go out / go bankrupt - they can't see it coming !! Pattaya will once again be left with unfinished , ugly , cheap structures littering the landscape ! Pity the planning authorities don't do more to encourage low rise quality Condo's and refuse planning to the concrete monstrosities ! Also what about "green" areas and parks ???? You said it yourself--'...no way would I even contemplate buying in such a development.' When you are in the market for a car, you have a certain type in mind. Say, for example, you want a small SUV. You likely won't even go to look at large sedans, coupes, or pickup trucks--that's not what you want. You'll look at all the small SUVs available. If there's a glut of small SUVs and they have not been selling well, you'll likely be able to get a bargain. If they are popular and not a lot have been made, you may need to pay list price. It's the same with condos. If you want a beachfront highrise condo with seaview, you'll look at them and not the lowrise condos out in the sticks. If there's a glut, you can get a bargain. If not that many have been built and there's demand, prices likely will remain high. In Pattaya, you can get a 35sqm condo at some lowrise 'theme park' condos for around 1MB. A highrise 35 sqm condo with seaview at The Base will run around 3.5MB and up. They are two different things and the one doesn't effect the other. Many are sold and are being rented by Airbnb, etc. I know some Chinese that have bought 6 to 8 places and are renting them. Check Booking.com many properties short/long term rent.
