NONG KHAI: -- A murderer and rapist has come out of Thai prison to attack again - this time at a Thai public hospital in Nong Khai.

Police say they know the man who had killed and raped before.

In a horrific attack he went into the hospital with a knife and tried to get into a ward. When this failed he ran off and met the 25 year old nursing assistant in a laundry area.

There she was savagely attacked and raped before the assailant escaped from security.

The rapist had earlier gone into a hospital convenience store, bought some camphor and spread it on his genitals in full view of staff saying he wanted sex.

They called cops but it was too late to save the woman from attack.

The hospital director said that the victim is under their care. He said that security at the hospital was good.

Daily News screamed in their headline that such a lowlife should already have been put to death not let out to commit more crimes.

The shocking case is bound to dominate the news until the suspect - named only as "DoDo" 24, is caught. He is homeless and may have escaped over the border.

CCTV caught the man entering the Nong Khai Hospital just before 8pm on Sunday. He was dressed in shorts, a grey shirt and had flip-flops and a black backpack. He was wearing a face mask.

Despite the fact that he had a knife tucked into his trousers he gained access and went to a ward where a nurse denied him entry. She called security but before they could apprehend him he had ran off down some stairs.

Near a laundry area where the nursing assistant was getting some fresh bedding the man produced his knife.

He dragged the terrified woman off at knifepoint. She resisted and he smashed her in the face many times breaking two teeth.

Police later found bloodstains on the floor and a window in the area.

He raped the woman.

When security arrived a fight ensued but the rapist managed to scale a wall at the back of the hospital and escape into the night.

Police at the scene later found his bag and discarded shorts and underpants.

Investigations revealed that before the attack he had shocked convenience store staff by going into the shop and buying camphor that he then proceeded to rub on his genitals saying: "I want sex".

Alarmed staff called police but the man left the store to go to the ward.

Hospital director Surachai Janyaphadungphong said that the victim was a nursing assistant. She had suffered two broken teeth and extensive bruising. She was under medical care at the hospital and was recovering after the attack at 8.30pm on Sunday in a laundry area behind the hospital.

He said that security at the hospital was fine.

Police said the man is known to them. He was previously in jail for murder and rape. He is homeless and may have escaped across the border on foot. A warrant has been issued.

The provincial police chief has called for the rapist his to be found without delay.

Daily News said in their headline that punishment in Thailand is too lenient and that the murderer and rapist should already have been executed not allowed out to attack again.

and how long did it take the police to actually get there, they refuse to go anywhere outside their office at the best of times, if they were on patrols like police forces in other countries they would have been there within minutes. You also have to wonder how someone like this could be released from jail, he murdered and raped another female but at 24 is out on the streets again, shows the pathetic thai justice in action once again

"He is homeless and may have escaped across the border on foot."

Last time I checked, the Mekong River forms the border between Nong Khai and Laos. Unless this creep can walk on water, this seems an unlikely scenario.

If he took the FB1 crossing on foot, how could he have gotten through immigration while naked and likely no valid travel documents? "Police at the scene later found his bag and discarded shorts and underpants."

What's with this rubbing camphor on his woody?? This has got me curious. Is that a Thai male traditional custom I wonder. Am I missing out on something?

So why was he released again in the first place,.... Thailand only.

No, things like that happen everywhere not only in Thailand. In every country with a judicial system there is a percentage of criminals that are recidivists.

Police seek Lao help to find rape suspect

By Kamthorn Kongsombat

Thai police have asked their Lao counterparts to help arrest a 24-year-old Nong Khai man who reportedly fled to Laos after assaulting and raping a nurse’s aide at Nong Khai Hospital on Sunday night.

Police said the suspect, identified in an arrest warrant as Poompui Kesanuch, had used a knife to threaten the 25-year-old woman, then punched and raped her at the back of the hospital building where she had brought bed sheets for laundering about 8.30pm on Sunday.

Nong Khai Immigration chief Pol Colonel Pallop Suriyakul Na Ayudhaya said provincial police had submitted Poompui’s arrest warrant to border checkpoint officers. He had already asked his subordinates to contact their Lao counterparts to help locate the suspect.

On Wednesday morning, deputy superintendent Pol Lt-Colonel Atthasak Siripanich led a team to the Wat Sri Boon Reung pier on the bank of Mekong River, where they were told that Poompui stole a water scooter from a local club and rode it towards Laos. A scooter, along with a life vest, was found drifting near the Lao shore on Tuesday morning by a fisherman who then alerted the club president, Nipon Polwiset.

Nipon told police that he was confident Poompui stole the water scooter because he often hung around the pier and watched them.

Police said that Poompui – who was described as a homeless man keen on drinking alcohol and picking fights when drunk – has a Lao father and a Thai mother, so they believe he has fled to stay with his father.

It was also reported that Poompui had fled to Laos in 2012 after her assaulted an elderly person from whom he had tried to extort money to buy alcohol. This attack led to the victim’s death.

The suspect returned to Nong Khai in 2015, and was captured and jailed for four months for that crime. He was released on grounds of mental illness.

In May, Poompui allegedly raped a woman who went looking for crabs in a rice field.

Jailed 4 months for homicide? Anyway this guy needs mental care more than jail

Unless Thailand provides a high security forensic lockup(hospital)  he is best in jail.

Have a look at such a facility  http://www.wlmht.nhs.uk/bm/broadmoor-hospital/

While some can be transferred to "normal' prisons after a relatively short time the intractably dangerous inmates can and do spend a whole lifetime within the facility.

There are so many things wrong with this episode, I can't even begin to count:

--the guy was convicted of murder and rape before, and is already out at age 24.

--He shows up at the hospital convenience store and is rubbing camphor on his genitals and saying he wants sex, but no one managed to catch him.

--He goes to a nursing ward armed with a knife, and the nurse there calls security, but they don't catch him.

--The guys rapes the nursing assistant and security then finally catches up with him, but he gets away.

--The Thai police somewhere along all this are called, and who knows how long after before they showed up.

--And to top it all off, the hospital administrator says security at the hospital in just fine.

It's sickening and disgusting.
