Recommendations and advice. Custody/adoption

Trying to make this brief ?

I am 35 years old, British. I have a 5 year old half Thai sister.  She was born and raised in Thailand with our father who had sole custody.  Sadly he died suddenly in Jan 2016. As previously expressed wishes, sister came to live with me in Britain. I went to a solicitor in Thailand with her mother and had a letter of consent drawn up for sis to travel and stay permanently with me.

This doc got us through travel last year but we are now running into problems as British passport expired... i don't have parental responsibility to renew. For various reasons involving mum is not an option. I am handling the British side of things with a residency order etc but with a plan to emigrate to LOS we would like something more permanent in Thailand.  Ideally adoption. I understand this will require mum's consent and is something we'll have to face but just wondered if anyone had any recommendations for law firms (i think it would need to be Surin area as that is where sis was born). Also any thoughts or considerations you can think of... plus visa considerations you might be aware of eg is there a visa for people who have care of a tgai national.

Sorry if it's clear as mud... happy to clarify... and believe me this is the brief version ?
