Renewing a Lao passport in Bangkok?

Google hasn't been much help, so does anyone know if Lao citizens living in Thailand can renew their passports at the Lao Embassy in Bangkok?

Can't find their www site so might be best to phone or visit with your Q.

I'm not having much luck with this.  Does anyone even have a workable email address for the Lao Embassy in Bangkok?

 

The last resort is a visit, but I really don't want to have to do this if it's a definitely "no".

I've tried the email but it comes back as undeliverable. Will reluctantly have to call, but still hoping someone here might have done it or not been allowed to do it, before.
