When I bought my car in BKK and brought it to Chiangmai I was told it wasn't required to change registration location. However, you can only sell the car in the province it is registered in. I waited about 6 months before deciding to change it and was no problem.

If the vehicle is purchased out of your province and you intend on transfering it into your province in order to get a new registration book and tags, then you have 30 days to do this. If you changed the registration at the time of purchase in the province you purchased the car in then you have already fulfilled that requirement. It only refers to the new owner holding onto the transfer papers and old book for longer than 30 days. The fine is minimal anyway.

The only real consideration is when you re-sell the vehicle. The book with have to be sent to the province of issue before full transfer of tittle occurs. This can take a couple of weeks and queer the sale.

I bought my car in Pattaya.

The car was registered in Bangkok, so after I bought and the seller signed of all paperwork (he is not needed in person to transfer ownership),I drove the car to Bangkok (the car has to be present, they check color, and copy the chassis number onto a piece of paper tape), payed, they updated the registration book and I was on my merry way.

One year later when the time was there to renew tax I drove to one of the licensed check-up stations in Pattaya (the car is over 10 years old so needs a basic technical look over), they checked it, copied the chassis number on paper tape again, I payed the money and they immediately issued me a new tax sticker and updated the registration book...

If I sell the car, the new owner will have to go to Bangkok once to change ownership again as it is still registered over there.

You're mistaken on selling the car where it's reg. Go to any car lot and look at the plates,they're from everywhere. I've bought a bike reg.in Bkk owner in Phuket and another bike from owner in Samui and reg. in Ranong. No problems.
