Flooding in Phetchaburi province remains critical as the Phetchaburi river continues to overflow banks and submerge almost the entire municipal areas today (Nov 24).

Is it normal that in the 21st century, an important touristic city still cannot handle floods, not to mention the hygiene issue ?

Of course in this case the floods are not caused by the rain (well indirectly) but the dam having to release water.  Until the level in the dam is reduced to a safe level, the floods will continue.  I think the authorities have said that is going to be the next 3 to 5 days.
