Only if the landlord is renting out 5 or more units, probably he has less so he can write in his contract what he wants

I asked my landlord about the new regulations and he also said something about 1 month up front, 1 month service charge deposit and various other excuses. Also asked whether they would refund one month deposit and he said no. I think it is going to be very difficult to enforce. Personally i feel the new rules are stupid anyway, so unless my landlord chooses to return one month deposit i will not push to get it back until i leave.
