We had someone like that in our previous moobaan; she fed the cats.

Every day she came by with a pushcard and a load of rice mixed with fishbones and the likes. And every 20 meters she would put down an old newspaper, scoop some food on it, and continue her way.

And every day i could go out with a broom and remove the food garbage she left there to attract roaches and rats. And everywhere there were newspapers lying around.

If i had lived in that moobaan any longer i would have followed her home, cooked 25kg of rice and mixed it with rotting meat and fish, and dumped it in front of her house on a huge pile of soaked newspapers. See how she likes garbage in front of her house every day.

These types of people are the reason there is such an acute public health problem on this front. He should be arrested for facilitating a danger to public health as I bet his "responsibilities" to these dogs end after feeding them. What these types fail to realise is that someone has to be responsible for the dogs actions, health and whatever....which costs huge amount of money. Usually you see the local grandma feeding strays on the road but when they go AWOL and bite or cause a crash, there is no-one to be seen anywhere and denial is thick. They should all be humanely put down...could go on and on and on about this one.
