In Pattaya you will most likely use a "Mityon"  shop ( because they are a virtual monopoly)

so prices will not vary much, you can get a "free helmet and jacket".

cash, ID card ,copy of house book...they give you red plates (deposit required) drive the bike away

a few weeks-months later they phone and say they have the green book.

Compulsory insurance is included..you can buy extra theft insurance at the shop or at an insurance broker if you want.

Bought my Honda Airblade quite a few years ago from the Honda dealer on the corner of Pattaya Nua and 3rd Road. Very nice to deal with back then. Not sure if they are still there as I moved north a few years ago.

"corner of Pattaya Nua and 3rd Road" = corner of North Pattaya rd. and 3rd road. I would call it north Pattaya.

It's this one, another "Mityon" shop:

(road to the left is 3rd road looking south, road to the right is Pattaya Nuea/North Pattaya rd. looking west)

And I am certain it still is there.

I had to get a letter from immigration saying I had the proper visa to buy a Scooter and again later for my motorcycle.

Yes but you dont need that if
(as the op says)...the bike will be in a Thai name.
+ to buy a bike or car you dont need any visa at all....however to register it in a foreign name requires a "certificate of residence" which may or may not (depending on province) require a visa to obtain.
