Why do women do that?

I just had a coffee in Sukhumvit Soi 11. And a women walked by looking similar to the picture below. She was maybe late 30th, little makeup, and she didn't look like she was looking for customers. Just a normal woman, maybe on the way to 7/11 and back again.

But I wonder why any women who is not looking for business would run around like that. She must know everybody is looking at her back.

Is this somehow exiting for them? Do they expect that guys whistle or what is this all about?
