Is 2028 official???

Hey, that's 3000 years from now,  how could it be official?

Buy then, Thailand will have had 2 or 3 new governments.

Do you have a link for that?

It's crazy that the thing is built but not operating due to no signalling system or trains (I believe). Really really poor. Is 2028 official???

unless ordered concurrent with start of construction, I doubt any manufacturer are able to plan the production and deliver rolling stocks in such a short time, 2027 when the west section is open is probably more realistic

or they already negotiated with manufacturers in advance of the court rulings knowing full well they'll win

The western section of the Orange Line has an update of sorts. The location for the planned Siriraj stop is inside on the lower floors of a planned new hospital building on the exact spot of the old Thonburi railway station from 15 years ago.

Until 2 weeks ago this land was simply being used as a car park as can be seen in this Wikipedia photo:

But it has just recently been cordoned off by a high metal fence. On the fence, the building plans are posted. It would be reasonable to speculate that the construction will commence soon.

contract signing and detail revealed on the orange line: 3 car trains, also more trains and frequencies for the blue line ordered, but no extension to 4 cars, which is a shame with all that platform space  going unused for decades, probably cheaper to just get more trains and update signaling for headway rather than refitting all the platform screen doors in all stations and mix of 3 and 4 car trains

It was on some official website, don't remember. But here a recent news article:
