You can apply for a license in Thailand without supplying a license from elsewhere. You will need to do the written and practical test.

I just completed my motorcycle test however I failed that depth perception test around 7 times. I just couldnt line the things up, however the women there seemed like she didnt really care and she passed me anyway! Other than that all was easy.
